Short Term Rental Cleaning and What Connecticut's Rules Ask of a Host

You let a place by the night in southeastern Connecticut. Two sets of rules sit behind your listing. Only one is written by the platform.

Connecticut regulates short term rentals town by town rather than statewide. Stonington is the only town the Office of Legislative Research identified that requires annual registration, a permit and a town registration number in the listing. The state also charges a 15 percent room occupancy tax. Registration is the owner's job, but the changeover is where those duties get checked.

Does Connecticut require you to register a short term rental?

Not at the state level. It depends on the town.

In February 2024 the Connecticut Office of Legislative Research published report 2024-R-0044. It looked at how towns handle short term rentals. It found one town, Stonington, that makes owners register with the town every year. Owners there must also get a permit. The town then issues a number, and the owner has to put that number in the listing.

That matters in Mystic in particular, because the village sits across two towns. An address on the Stonington side is under those rules. An address on the Groton side is not. Same village, same street names in places, different paperwork.

The registration asks for more than a form. The owner has to swear that the smoke and carbon monoxide detectors work. They have to meet the town's building and fire codes. The form also names a person who must answer complaints within 60 minutes, in person, by phone or by text.

Read those two together and you can see what a registered rental really is. It is a property somebody has formally put their name to.

What does the 15 percent occupancy tax change about a turnover?

It changes the clock.

Connecticut charges a 15 percent room occupancy tax on short term rentals. Public Act 19-117 brought them under it in 2019. A short stay usually means thirty days or less. So before a host pays for anything, 15 percent of every night goes to the state.

That is why the gap between checkout and check in is the whole job. A night blocked out for cleaning costs a host the whole nightly rate. The clean costs a fraction of it. Any turnover plan that regularly needs an extra night is more expensive than it looks.

So the real question at booking is not "can you clean it". It is "can you clean it in the window". Bed count and bath count drive that, far more than square footage. What should the cleaner be checking on a registered rental?

The things the registration promised are true.

The cleaner is usually the only person inside the property between one guest and the next. On a registered Stonington rental, the owner has sworn that working smoke and carbon monoxide detectors are in place. Guests take detectors down. Batteries get pulled because something beeped at two in the morning. If nobody looks between stays, the property drifts. It stops matching the paperwork. The host signed for that paperwork.

So on a registered rental the changeover reasonably covers three layers:

  1. The guest layer. Beds stripped and remade, bathrooms reset, kitchen emptied and wiped, floors done, supplies restocked, surfaces a hand touches wiped down.
  2. The compliance layer. Detectors present and not tampered with. Exits clear. Anything the town's own conditions require.
  3. The report layer. A message to the host about anything missing, broken or out of place. Sent the same day, not at the end of the month.

That third layer is what the 60 minute response duty depends on. A host cannot answer a complaint they have not heard about.

None of that makes a cleaning company a compliance service. We are not one, and we cannot register or permit anything on your behalf. What we can do is notice and tell you.

How long does a changeover take in an older village house?

Longer than the same floor plan in a newer build, and the numbers say why.

In Mystic, 1,231 of 2,515 housing units were built in 1939 or earlier, which is 48.9 percent, the oldest housing stock of any place we cover. Pre war village houses have original wood floors, narrow stairs and old bathroom fittings. That is hand work around fixed detail. It is not a quick pass over flat modern surfaces.

Mystic is also genuinely a guest market rather than a town with a few rentals in it. 164 of its 2,515 housing units are held for seasonal, recreational or occasional use, which is 6.5 percent, against 0.9 percent in Norwich. That is roughly seven times the share.

And the standard is set by the visitor. The median home value in Mystic is $538,800 and median household income is $152,559. A paying guest walks into a house like that cold. They judge it in the first minute, against a photograph.

What does a host actually need from a cleaning company?

Three things, and none of them is a longer list of rooms.

Turning up on the day, in the window. The changeover is scheduled against a booking calendar, not against a convenient afternoon.

The same result every time. Guests compare a property to its own photos. They do not compare it to last week. So a changeover runs from a fixed list, not from judgement on the day.

Being told what happened. This matters most when the owner is not local. The Town of Groton has 658 housing units held for seasonal, recreational or occasional use. Many are waterfront second homes. The owners live somewhere else. Those owners cannot walk the rooms afterwards, so plain reporting is part of what they are buying. The same is true for waterfront second homes in the Town of Groton.

Two other jobs sit next to this one. If your property runs as a normal year round let between tenancies, that is a between tenants clean, scheduled around a lease gap. Has the season been long? Then the property may need more than a reset. That is a deep clean at the end of the season. It is done once, not every changeover.

Can a cleaning company register my rental for me?

No. Registration and permits are the property owner's duty and they go through the town, not through a contractor. Anyone who says they can handle it for you has the process wrong. What a cleaner can do is keep the property in the state your registration says it is in.

Do you wait for the guest to leave before you start?
